John Matthews is credited with being the first collector of tolls on the Main Line Canal in Johnstown when it opened in 1830.

He was a member of the State legislature from the district composed of Somerset and Cambria Counties. He was the brother-in-law of Major John Linton, due to his marriage to Mary Linton.
