Garret was born in Harrison County in, what was a the time, Virginia. Census data shows, prior to his enlistment. Garret was living in Decator Township, OH, working as a mechanic. He enlisted in Athens, OH August, 1861.

Garret was killed in action during the Battle of Hanover June 30, 1863. Garret was survived by his wife Eveline (married 1851) and his four children: Fanny 10, Edward 9, Richard 5 and Garrett H. age 3.
