The National Park Service is authorized by law to enter into agreements with other agencies and organizations. These agreements establish formal relationships that allow the NPS to more efficiently and economically accomplish its mission. Applicable laws and regulations prescribe the manner or conditions under which agreements may be entered into. But NPS managers also have latitude in crafting and entering into agreements.

NPS policy on agreements is found in Director's Order 20. This Director's Order has been further clarified in the Handbook for DO 20.

Model agreements can be found in Director's Order 21 and its Reference Guide on Donations and Fundraising.

Additional information on agreements may be found in the DOI Departmental Manual, Section 505 Grants Administration, " Using Procurement Contracts, Grant Agreements and Cooperative Agreements".
