The memo advocated the immediate increase of the employees on the protection staff. It is interesting to note the long-range recommendations, which included training a Park Technician as a criminal investigator, the implementation of a horse patrol unit, and the protection of the parking lot by NPS employees, in light of subsequent developments during the 1980s. 4Deryl B. Stone became Chief Ranger at JEFF in June, 1989. His predecessor, Ivan Tolley, was the first chief of the protection division at JEFF (1979-1989).

6Ivan Tolley recalled: "We had an upward mobility program, and brought people in as GS-1s. Every 90 days they were promoted until they reached the GS-4 level, when we sent them to the Federal Law Enforcement Training Center (FLETC) in Georgia.
