Major Caleb Stark served during the American War for Independence, most notably at the Battle of Bunker Hill. His eight years of service led him to later advocate for the rights of war veterans. He had witnessed over the years how the leaders of the young nation repeatedly debated the extent to which war veterans and their families should receive pensions. When the Bunker Hill Monument Association selected him to be a member, Stark declined. He opposed the Association's plan to memorialize the Battle of Bunker Hill with a monument. Stark believed the government continued to fail veterans and a Monument should not overshadow this injustice.
