From 1895 South Carolina State Constitutional Convention.

Robert Smalls (1839-1915) was an American Civil War hero and politician who escaped slavery by commandeering a Confederate ship and delivering it to US forces. He later became a congressman during the Reconstruction Era, advocating for civil rights and public education.
