This Request for Proposals (RFP) provides the opportunity for any interested individual or organization (Offeror) to submit a proposal to the NPS to lease Hangars 5, 6, 7, and 8 at Floyd Bennett Field, Brooklyn, NY under the following terms and conditions. The selected Offeror will have exclusive rights to negotiate a lease with NPS based on the attached Sample Lease. Elements of your proposal may be incorporated into the Lease at Lessor’s discretion. Key Dates for this Request for Proposals: Proposals must be submitted on or before September 5, 2025, by 11:59 pm EDT. The RFP solicitation will be open for a minimum of 60 days. Questions about this opportunity must be submitted by August 8, 2025. Proposals must be submitted electronically to GATE_BMD@nps.gov. Telephonic proposals, faxes, e-mails to other addresses, and other means of transmittal will not be considered. Proposals that are not received at the designated electronic address by the specified deadline will not be considered. NPS will not consider hardcopy proposals. We will analyze the proposed rent amount as part of the evaluation process to confirm that it meets Fair Market Value Rent requirements. Q 4. Q 5. Is the proposed lease term limited to 60 years? Q 6. Does the incoming operator have to retain the existing use and footprint? Applicants may propose additional types of use in the sports and events center, including changes to the types of sports and events offered, as well as reconfigurations within the existing footprints. Proposed changes must be lawful and consistent with the purposes established by law for the park area. See page 5 of the RFP for further information. Please note, plans for any proposed modifications require NPS review and approval in accordance with the National Environmental Policy Act of 1970, as amended (NEPA) 42 U.S.C. §§ 4321. In 2014, The National Park Service commissioned a financial forecast from The Sports Facilities Advisory covering the duration of the concession contract for Aviator Sports & Events (ending in 2022). That forecast, including the cover letter, financial summary, and baseline forecast, is included for your reference.

The draft lease has a due diligence provision; will NPS grant the selected operator a contingency period to conduct property due diligence (especially environmental) prior to lease commencement?
