Q 1: Are beach equipment rentals at Gunnison Beach included in this RFP?

A 1: No, beach equipment rentals at Gunnison Beach are not offered as a part of this RFP.


Q 2: Are vending machines included in the RFP?

A 2: No, vending machines are not offered as a part of this RFP.

Q 3: I have an LLC. Should I complete form 10-353 or 10-354?

A 3: If you have an LLC, you should complete form 10-354 instead of 10-353. Please consult the checklist in the RFP (page 10), to see the full list of other forms and documentation required in addition to the proposal itself.

Q 4: Can you provide guidance on what proposed rent should be?

A 4: We are not able to provide guidance on the rent amount you should propose. Under NPS leasing regulations, no annual rent offer below the Fair Market Value Rent (FMVR) may be accepted. Proposed rent will be one of the criteria considered during the evaluation process.

Q 5: What was the prior winning bid or rent amount for this location?

A 5: We are unable to share this information.

Q 6: Is rent fixed, percentage-based, minimum annual guarantee, or a hybrid structure?

A 6: Rent is fixed amount only. Please see RFP page 6, RENT section for details.


Q 7: Are there additional fees beyond rent, such as permit, administrative, utility, or insurance-related fees?

A 7: Any utility service provided by Lessor will be subject to the Lessor’s established policies and procedures for provision of utility services to third parties. Please refer to RFP page 6 Insurance Section and Sample Lease page 9, Section 11 and Exhibit B for insurance related questions. There are no park permit fees related to this opportunity.


Q 8: Is a security deposit required?

A 8: There is no security deposit, however, the first year’s rent is payable in advance of the Commencement Date and will be prorated based on the Commencement Date. Please see RFP page 6 for details.


Q 9: What utility services, if any, are available at the site?

A 9: Please see RFP page 7 for details.


Q 10: Exactly where is the vending pad/location situated?

A 10: Please see appendix A for location details


Q 11: Are there restrictions on menu or product offerings?

A 11: Please see RFP page 4 Use Types. The sale of alcohol is PROHIBITED at all locations


Q 12: What are the peak attendance or traffic numbers for that location?

A 12: We do not have information for specific lots at Sandy Hook. However, Sandy Hook as a whole had over 1.24 million visitors in the summer of 2025 and over 1.33 million visitors in the summer of 2024.


Q 13: What is the lease term, and are renewal options available?

A 13: Please see RFP page 6 for the Term of the Lease. There is no ability to renew the term of any lease.

Q 14: Are there performance requirements or minimum operating days?

A 14: Please see RFP page 5 Minimum Operating Hours.

Q 15: What insurance limits are required?

A 15: Please see RFP page 6 Insurance section. Please also see the Sample Lease page 9, Section 11 and Exhibit B.

Q 16: Must the United States Government be named as additional insured?

A 16: Yes.


Q 17: What permits or licenses are required beyond the lease agreement?

A 17: Please see Sample Lease page 16, Section 21 Sales of Food and Beverage.


Q 18: Are separate health department inspections or approvals required?

A 18: Please see Sample Lease page 16, Section 21 Sales of Food and Beverage


Q 19: How are proposals evaluated—based solely on highest rent offered, or are qualitative factors considered?

A 19: Proposals are evaluated on multiple criteria. Rent offered is not the sole factor. Please see RFP page 10 for Proposal Evaluation and Selection Guidelines.


Q 20: Is there an opportunity for a site visit or tour prior to proposal submission?

A 20: Prospective offerors are free visit Sandy Hook to view the locations any time during normal park hours when the lots are open. The park is open daily from 6 a.m. - 9 p.m.
