In September 2024, FERC issued a License Order approving the relicensing of the Racine Hydroelectric Project, located on the Ohio River along the historically significant Lewis and Clark National Historic Trail. The project produces 47 MW, which is equivalent to powering 39,000 homes. After starting technical assistance for the project in 2022, the NPS HAP collaborated with the Lewis and Clark National Historic Trail (LECL) to ensure the relicensing documents included information FERC requires for a streamlined process. The License Order included the NPS recommendation that the hydropower licensee collaborate with the NPS on the Recreation Management Plan. In 2025, the NPS continued technical assistance and consultation in the development of the Recreation Plan. The program collaborated with the hydropower operator and LECL to incorporate interpretive signage and enhance accessibility. NPS involvement brought subject matter expertise to enhance recreation opportunities in the project area in support of the surrounding local and rural communities.
