Mark M. Mitts Honored with Transportation Outstanding Performer (TOP) Award

The National Park Service has recognized Mark M. Mitts, former Transportation Program Manager for the Midwest Region, with the prestigious Transportation Outstanding Performer (TOP) Award—a testament to his exemplary leadership, innovation, and dedication to preserving park resources through strategic transportation planning.
Over the course of five years, Mark led the Midwest Region’s Federal Lands Transportation Program (FLTP) with clarity, consistency, and purpose. His ability to respond to technical needs with timely, affordable, and well-informed solutions made him a trusted advisor not only within his program, but across parks and regional offices. Colleagues routinely described the program under Mark’s leadership as “easy to work with”—a reflection of both his technical competence and collaborative spirit.
One of Mark’s signature achievements was the creation of the MWR Compliance Sync, a monthly cross-disciplinary forum that brings together project and compliance staff to ensure that resource protection is fully integrated into every transportation effort. This forward-thinking coordination model continues to guide the way transportation projects are developed and reviewed across the region.
Mark also pushed for smarter, more efficient program delivery. He spearheaded the transition of pavement preservation projects to Western Federal Lands, a strategic move that lowered contract delivery costs to just 3%. In one of his most complex efforts, Mark led the acquisition strategy for the $42 million Ranger IV vessel to support operations at Isle Royale National Park. Without precedent for a project of this scale, Mark navigated a maze of procurement pathways, ultimately crafting a strategy that will deliver a ship meeting both the mission and long-term needs of the agency.
Beyond projects and processes, Mark’s most lasting legacy may be the team he built. Before retiring in March 2025, he ensured the continuity of the program by mentoring and empowering staff, setting clear procedures, and establishing a foundation for long-term success.
