The Cultural Organization of Lowell has developed a marketing strategy to improve public perception and recognition of their city. Founded in the 1820s as a planned textile manufacturing center, Lowell is built around the Merrimack River and its canal system. Spurred by the establishment of Lowell National Historical Park in 1978, the city is enjoying a transformation from moribund mill town to busy hub of culture and heritage. These efforts are greatly assisted by a Preserve America grant and the creation of a comprehensive brand.
