The new Media Concept Plan for the Glorieta Battlefield Unit of Pecos National Historical Park shows that you can produce a fast, inexpensive planning document that is immediately useful to the park. The Media Concept Plan, which was finished in December 2004, took less than half the time and cost about 40% as much as would a typical Long-Range Interpretive Plan (LRIP).
The Glorieta Battlefield Concept Plan presents short- and long-term recommendations for interpreting this Civil War Battlefield and opening it to the public. The site is currently closed to visitors due to safety and resource management issues, except for occasional guided tours.
The Concept Plan provides detailed recommendations for implementing the 1997 General Management Plan, determining how people will experience the site and learn of its significance, events, and context. Recommendations for interpretive media include interior and exterior exhibits, wayside exhibits, and digital media (including ideas for cell phones).
There is a fair amount of uncertainty about how much of the Concept Plan can be implemented; much depends on land acquisition and possible re-routing of a highway. One of the strengths of the plan is the analysis of visitor experience and interpretation options, which gives park decision makers flexibility in implementation. Different options have cost estimates, allowing for preparation of PMIS statements.
This Media Concept Plan recorded the results of a two-day workshop at the park. This level of planning is more detailed than most long-range interpretive plans. The Pecos Long-Range Interpretive Plan is still in draft stage. A Media Concept Plan provides cost-effective conceptual planning for a specific site or facility.
