Overall Goals

Specifications shall follow the Construction Specifications Institute (CSI) format, a common format used throughout the construction industry. The format is covered in detail in the CSI Manual of Practice.

Specifications shall describe product requirements, conditions, techniques, qualifications, Construction Contractor hired specialists, and testing/reporting requirements for the project. Products are listed with brand name and model number(s), if applicable, followed by or approved equal and a general description of all salient physical, functional, and performance characteristics (see Federal Acquisition Regulation FAR 11.104) as determined by the designer.

The phrase or approved equal shall follow the brand name listing for those products not covered by a sole source justification. The Contracting Officer (CO) shall approve a sole source justification for the product prior to generating the specification.

A Short List of Considerations

Instruct Construction Contractor what to do.

Be concise, without repeating information between the drawings and specifications.

Use short paragraphs and simple sentences. Eliminate redundant words.

Use specific words which have a common standard meaning.

Avoid: and/or, any/all, etc., reasonably, satisfactory, generally, workmanlike, properly, standard practice, as needed, as required, either/both, underlining, and symbols. Be careful with abbreviations.

AII work is subject to the approval or direction of the Contracting Officer (CO) unless clearly stated otherwise. Limit these phrases to situations requiring the CO's special attention.

Be consistent.

If applicable, list all functional characteristics that an equal must meet. Or state none.

  • Clock and timer: Digital LCD (liquid-crystal display)
