Capulin Volcano National Monument was designated August 9, 1916 under the direction of President Woodrow Wilson.
In 1891, previous to the national monument designation, Capulin Volcano and the land surrounding were withdrawn from "settlement, entry or other disposition under any of the public land laws until such time as Congress may see fit."
