On August 2, 1979, President Jimmy Carter recognized the important natural, historic, and recreational values of our Nation's river corridors. The Presidential Memorandum to the Secretary of the Interior outlined how the country needed to improve the techniques for identifying, and designating wild and scenic rivers.
