The Service's role in the Job Corp Conservation Center
program was charted. Six Assistant Directorate functions
were established by shuffling responsibilities. A third
Service Center was created in Washington, D.C., however,
the Service Centers reported directly to the Director.
This was the first of Hartzog' s organizations.
