With the charting of the Mission 66 program, an Associate Director position once again appeared. A new Regional Office, the fifth, was established in Philadelphia, Pennsylvania.

Al Edmunds, Cooperative Activities Regional Chief looks on as Howard Chapman receives a handshake with Daniel Tobin.
Daniel J. Tobin, first Regional Director, Region V, Philadelphia, Pennsylvania. Mr. Tobin is presenting an award to Howard H. Chapman, who would become Regional Director, Western Region in the 1970's. Al Edmunds, Cooperative Activities Regional Chief is standing on Mr. Chapman's right.
