Mount Rainier National Park Request for Interested Parties/Proposals

Purpose
Lease houses, apartments, and/or RV pads with trailers in order to provide housing for non-permanent staff at various locations around Mount Rainier National Park.
Location
Generally within 50 linear miles of Paradise within Mount Rainier National Park to include the localities of Enumclaw (NW) to Morton (SW) to Packwood (SO) to Goose Prairie (E) to Greenwater (NE), including Eatonville and Ashford. See Figure 1.
Lessees
Tenants of the leased locations will be seasonal staff on less-than-six-month appointments. Their occupational series include but are not limited to professionalized careers such as biologist, physical scientist, maintenance worker, park ranger, law enforcement, and education specialists. All tenants will be at least 18 years of age.
Duration of Leases
Leases for RV pads, houses, and apartments would preferably span from April 2025 to December 2025 for points south and west of the park. Leases for RV pads and houses would span from August 2025 to October 2025 for points north and east. Occupancy of the locations would likely be less than the preferred time range stated above, but the NPS would cover all leased costs for the contracted time span.
Requirements for Houses and Apartments
- Dwellings leased to the NPS must be separate from other occupants within the property. That is, the NPS cannot lease a single bedroom within a landlord’s personal residence.
- Any private leased housing unit must meet fire and safety code requirements of all applicable city, county and state regulations. An inspection must be conducted prior to tenancy, and fire protection devices (e.g., smoke detectors and/or automatic sprinkler systems) must be checked to ensure they are in working condition. Costs associated with the inspections should be included in the contract with the lessor.
- Must be registered as rental properties with the local, county or state ordnances, respectively, AND meet all requirements for occupancy.
- Preference will be given to properties that are accessible to persons with disabilities.
- Preference will be given to properties where emergency and preventative maintenance is provided by the landlord.
- Preference will be given to properties that are fully furnished except for linens, kitchenware, etc.
- The lessor will complete and sign the Lead-Based Paint Disclosure if any lead-based paint exists on the property.
- Sub-leases of the property will not be permitted by either party.
Requirements for RV Trailer Pads
- Trailer pads and trailers must be packaged as one unit for lease.
- Preference will be given to properties that include utilities costs in lease and full hookup (electric, water, sewer) at the site of the trailer pad.
- Trailer pads must measure at least 40 feet in length and 12 feet in width.
- Must be registered as rental properties with the local, county or state ordnances, respectively, AND meet all requirements for occupancy.
- Preference will be given to properties where emergency and preventative maintenance is provided by the landlord.
- Sub-leases of the property will not be permitted by either party.
Requirements for Lessor Regardless of Housing Type
- Complete the Leased Housing Interest Form provided below by Tuesday, December 31, 2024.
- Register self or business within SAM.gov upon confirmation of contract award.
- After entering into a lease, the lessor must abide by the terms in all leasing documents and the rental agreement.
Requirements for NPS Regardless of Housing Type
- The National Park Service will be solely responsible for collecting rent from the tenants, and making lease payments to the lessor.
- Tenants will abide by all guidelines maintained by the National Park Service for their own housing units, as well as the lessors’ requirements.
- Any damages above normal wear and tear will be corrected by the National Park Service maintenance division or its contractors to NPS standards.
Interested parties should submit a request using the Leased Housing Interest Form by December 31, 2024, in order to be considered for the 2025 operating year.
