The ROD describes the selected action to be implemented, the decision rationale, and the mitigation measures that will be implemented to reduce project impacts. The project addressed a number of deficient multi-modal transportation conditions including: deteriorating transportation infrastructure (asphalt, culverts); inadequate roadways to handle shared bicycle and automobile use; inefficient and substandard trails; limited transit service; haphazard and unsafe parking/conditions; and confusing wayfinding.
The project was scheduled to begin construction with the first phase (Conzelman, McCullough, Field and East Roads and associated trails and intersections) in spring 2010. Other phases will occurred over four or more years as funding become available. The road improvements were funded by the Federal Highway Administration in a special appropriation designed for highways located on federal lands. The estimated cost for the road rehabilitation was approximately $27 million. Short-term road closures may have occurred during construction.
