UPDATE March 15, 2013: The National Park Service and cooperating agency project partners, the San Francisco Municipal Transportation Agency and the Federal Transit Administration, are pleased to announce the availability of the approved Record of Decision (ROD) for the Final EIS for the Extension of F-Line Streetcar Service to Fort Mason Center in San Francisco, California.
To download the ROD, see the documents list below
The ROD completes the National Environmental Policy Act environmental compliance that allows SFMTA to construct, maintain, and operate the F-Line on NPS property. The entire project consists of extending the historic streetcar F-Line 0.85 miles from Fisherman's Wharf to San Francisco Maritime NHP, through the Fort Mason Tunnel, and ending at Fort Mason Center in Golden Gate National Recreation Area.
Although ROD approval is a significant milestone for this project, there is considerable planning yet to be completed. SFMTA will take the lead on future planning and will engage the public with timely information and opportunities to comment on detailed planning and design activities that result from this decision.
Preferred Alternative outlined in the Final EIS:
The Preferred Alternative would extend the existing F-Line from Fisherman's Wharf to Fort Mason Center. The track extension would include a street-running segment along Beach Street, a transition zone between the street-running segment and the Fort Mason Tunnel, a tunnel segment and a turnaround segment with two options for locations, Alternative 2A: North Loop (Fort Mason parking lot) and 2B: South Loop (Great Meadow). Project elements would include the construction of streetcar track for approximately 0.85 miles, construction of 8-9 station platforms, upgrades to the existing Fort Mason Tunnel, and installation of signals, crossings, wires and poles.

Final Environmental Impact Statement:
The Final Environmental Impact Statement (Final EIS) for the Extension of F-Line Streetcar Service to Fort Mason Center evaluates the same alternatives as those in the Draft EIS, including the No-Action Alternative and the Preferred Alternative. The Final EIS also addresses all substantive comments recieved on the Draft EIS. The NPS preferred altrernative is to extend the historic streetcar F-line from Fisherman's Wharf to the San Francisco Maritime National Historical Park and on to the Golden Gate National Recreation Area, ending at the Fort Mason Center. This action would provide park visitors and transit-dependent residents with high-quality rail transit that improves transportation access and mobility between existing streetcar service at Fisherman's Wharf to San Francisco Maritime National Historical Park and Fort Mason Center. The Final EIS presents and analyzes the potential consequences of implementing the alternatives.
This Record of Decision completes the National Environmental Policy Act environmental compliance that allows SFMTA to construct, maintain, and operate the F-Line on NPS property.
This report provides an engineering analysis of the alternatives developed during Phase 2 of the Alternatives Analysis/Environmental Impact Statement for the F-Line Extension to San Francisco Maritime National Historical Park and the Golden Gate National Recreation Area's Fort Mason Center. The project would be constructed and operated by the San Francisco Municipal Railway, an operating department of the San Francisco Municipal Transportation Agency, and the current owner and operator of the F-line. This document reports on the conceptual design engineering work performed on the project alternatives that resulted from the initial screening conducted during the Alternatives Analysis process.
This memorandum provides a background understanding of the existing utility systems that are along the proposed F-Line Extension alignment. This utility information would be used in the infrastructure design development process. Utilities reviewed included auxiliary water supply system, domestic water, sanitary sewer/storm drain system, electric, gas, and telecommunication.
This report presents a preliminary transit operating plan for the proposed F-Line extension to Fort Mason. The proposed project would extend streetcar service from the existing F-Market & Wharves line (F-line) at Jefferson & Jones Streets in Fisherman's Wharf to Fort Mason.
F-Line Noise and Vibration Settings Report
This report presents information on the existing noise and vibration levels in the vicinity of the proposed extension of the San Francisco Municipal Railway's existing F-Line, which utilizes historic streetcars, to the Fort Mason Center.
