First Reading of the Emancipation Proclamation

The border state delegation rejected Lincoln's proposal, but the President was undertaking an alternative course of action. He had already drafted an Emancipation Proclamation that would free slaves in the Confederate States. Lincoln read the proclamation to his cabinet on July 22nd, and one member, Secretary of State William Seward, recommended that he wait for a Union victory. Lincoln took Seward's advice and waited.
