Margaret Jenkins is one of the signers whose identity is not certain. Two women of this name lived in Waterloo in 1850. One was twenty-one years old. She lived with her parents (sixty-five-year-old Isaac, a farmer born in Wales, and fifty-five-year-old Nancy, born in Connecticut) and a man named T. L., probably a brother, thirty years old and a farmer.

The second Margaret Jenkins was eighteen years old and lived as a boarder or a servant in the family of R.L. Dresser, a tinsmith born in Vermont; his wife Emily, born in Connecticut; and their five children.

Two Quaker journals had obituaries for a Margaret Jenkins in 1901 and 1902, but there is no indication as to whether either of these was a signer.
