This area of Wind Cave was found by Herb and Jan Conn and Dave Schnute on July 1, 1964. City Hall is a very large passage, that was first discovered by crawling through a tight crawl, and eventually lead to Calcite Lake. John Scheltens named the room for Windy City Grotto. Many helictite bushes can be found here.
