Description: Beaumont's at-risk recreation
counseling program targets 10 to 19 teens living in inner-city
economically depressed neighborhoods. Participants are selected
by a joint committee of officials from the school district,
housing authority, and law enforcement agencies. Recreation
activities included basketball, volleyball, indoor soccer,
softball, and various table games. Anti-drug and crime seminars,
teen counseling, CPR, First-Aid, and educational tutoring
programs were also provided. The program was operated out
of five schools for 36 weeks during the school year and 10
weeks during the summer. A Big Brother-Sister program was
initiated using student volunteers from Lamar University.

Description: The Green Brigade Program was
a cooperative gardening venture sponsored by the Bexar County
Parks Department, Juvenile Probation Department, the Bexas
County Master Gardeners, Texas Agricultural Extension Service,
local school district, and private organizations. The program
began in the Fall of 1992 at Rodriquez Park. It served teens
ages 14 to 17. A majority of participants were juvenile offenders
who were referred to the program by the juvenile probation
department. Horticultural education included plant growth,
pruning, propagation, irrigation, and xeriscaping. Teens were
paid minimum wage . Juvenile offenders were required to turn
over part of their salary to pay for victim restitution. The
program continued through 1993, where many participants moved
into better jobs and some entered college. In 1994 the San
Antonio Police Department funded the program as part of their
weed and seed program in high-crime areas of Eastside San
Antonio.

Description: Children and teens were the
target audience of the Roving Leader Outreach program. The
Roving Leaders were experience recreation supervisors who
worked in six neighborhoods. In the absence of dedicated recreation
sites or mobile vans the leaders worked out of the trunk of
their cars six days a week offering a variety of sports and
play equipment on street corners, vacant lots, parking lots.
Their job was to meet and develop a rapport with neighborhood
kids through a range of "pick-up" recreation activities such
as basketball, volleyball, games and crafts. Offering advice
on staying in school, avoiding the drug and crime pitfalls,
and advising teens on how to obtain jobs and other social
services.
