I. English Usage
Description: This competency includes the ability to apply rules of standard English grammar in mechanically editing documents.

Skill in applying rules of standard English usage and correcting grammatical errors
Ability to explain and defend grammatical changes
II. Editing Methods and Practices
Description: This competency includes close attention to every detail in a document, a thorough knowledge of what to look for and of the style to be followed, and the ability to make quick, logical, and defensible decisions about style. The ability to mechanically edit documents includes attention to matters of consistency in capitalization, spelling, and hyphenation; agreement of verbs and subjects, and other matters of syntax; punctuation; and many other similar details of style.

Basic knowledge of editing methods and practices
Basic familiarity with established reference manuals and guidelines
Ability to ensure consistency of style within a document
Ability to mechanically edit rough-draft material
Ability to clarify meaning while maintaining the integrity of ideas
Ability to suggest changes in wording and, with guidance, to provide some substantive editing
Ability to explain and defend editorial decisions.
III. Text-Publishing Methods and Practices
Description: This competency includes the ability to prepare camera-ready text for printing and to coordinate the inclusion of graphic materials.

Ability to apply knowledge of editing and text-publishing methods and practices in preparing documents for publication
Basic skills in using word-processor software to edit and format text for publication
Ability to meet deadlines and to manage work on several projects simultaneously
Ability to work with visual information specialists and technicians to ensure grammatical correctness, consistency, and completeness of final graphics and layout
DEVELOPMENTAL LEVEL
I. English Usage
Description: This competency includes thorough knowledge of standard English grammar and the ability to apply this knowledge in mechanically and substantively editing documents.

Skill in applying rules of standard English usage and in correcting grammatical and writing errors
Ability to write concisely and effectively
Ability to explain and defend grammatical changes
II. Editing Methods and Practices
Description: This competency includes the ability to substantively edit documents, including organizing, rewriting, refining, and mechanically editing rough-draft material; clarifying meaning while maintaining the integrity of ideas; improving document readability and effectiveness; and ensuring the consistency of style and information, and document completeness.
Knowledge, Skills, and Abilities
Thorough knowledge of established reference manuals and guidelines
Ability to ensure that the style and information within a document are consistent and that a document is complete in terms of in-house bookmaking guidelines
Ability to clarify meaning and improve document readability and effectiveness while maintaining the integrity of ideas
Ability to organize, rewrite, refine, and mechanically edit rough-draft material
Ability to establish document format; contribute ideas and suggestions concerning approach, scope, organization, and presentation; synthesize rough-draft material; and write original material
Advanced knowledge of park planning and the NPS decision-making process, and knowledge of all types of documents produced
Ability to explain and defend editorial and substantive organizational decisions
III. Text-Publishing Methods and Practices
Description: This competency includes the ability to establish document format in consultation with the project team and to perform all editorial duties necessary to prepare documents for publication.

Ability to apply knowledge of publication standards and procedures to prepare documents for publication and to advise on document format and layout

Ability to work closely with visual information specialists and technicians to ensure grammatical correctness, consistency, and completeness of final graphics and layout and to see that graphics complement what is said in the text

II. Editing Methods and Practices
Description: This competency includes the ability to mechanically and substantively edit documents; to compile information and to write original material based on that information; to help identify and interpret project issues, goals, and requirements, as well as any policies, guidelines, and political contingencies that affect planning or document preparation; to contribute ideas and suggestions concerning approach, scope, organization, and presentation of documents; and to train lower graded editors in writing and editing skills.

Thorough knowledge of established reference manuals and guidelines; ability to aid in maintaining up-to-date writing-editing standards and guidelines
Ability to ensure consistency of style and information within a document
Ability to orient and train lower graded editors and to explain NPS goals and purposes, planning process methodology and documentation, and writing-editing standards and procedures
Skill in interpreting and communicating agency policies, guidelines, and standards as they relate to park planning and NPS operations
Skill in applying knowledge of park planning principles, concepts, and methodologies, and of NPS planning and decision-making processes, to facilitate project accomplishment
Skill in writing original material and in synthesizing, organizing, rewriting, refining, formatting, and editing rough-draft material while maintaining the integrity of the ideas
Skill in eliciting ideas from requesters, determining their appropriate weight and position in the document, and relating them in written form clearly, concisely, effectively, and without misinterpretation
