ENTRY LEVEL
Description: These competencies identify the Knowledge, Skills and Abilities required to perform basic tasks in the maintenance of roads and related infrastructures. Duties may expand to cover trail and grounds maintenance. Work is performed under close supervision with emphasis on safety and developing work skills.

Knowledge, Skills and Abilities
Ability to follow oral and written instructions from supervisor
Ability to interpret and follow operating manuals, maintenance manuals on equipment and tools used in performance of duties.
Ability to perform preventive maintenance on tools, vehicles construction equipment and attachments.
Ability to use hand tools and basic power tools to perform routine grounds maintenance around buildings, administrative sites and visitor use areas.
Develop knowledge of pavement management and life cycle costs
DEVELOPMENTAL LEVEL
Description: The competency identifies the Knowledge, Skills and Abilities required to perform advanced tasks to maintain roads and related infrastructure. Work is performed under normal supervision with continued emphasis on safety, materials, and technique.

Knowledge, Skills and Abilities
All Knowledge, Skills and Abilities at the Entry Level Plus:
Ability to follow written specifications, plans, drawings and relay all information to subordinates.
Develop knowledge of Federal Highway Administration R.I.P and P.R.E.S. studies and program.
Ability to perform general maintenance to and service per manufactures recommendations equipment, vehicles and tools used to performed assigned duties.
Knowledge of repair and maintenance methods common to roads, drainage structures and grounds.
When required, develop knowledge and skills to perform routine maintenance to trail system.
Ability to interpret MUTCD manual and NPS Sign Manual to maintain regulatory and information signs.
Ability to safely operate construction equipment to perform basic tasks in the repair/rehab of roads and drainage structures.
Ability to operate grounds maintenance equipment and all attachments to perform basic tasks.
FULL PERFORMANCE LEVEL
Description: This competency identifies the Knowledge, Skills and Abilities required to maintain roads and related infrastructures at the Full Performance Level. Work is performed with little direct supervision and with oral and written instruction. Individual will be able to schedule work, lead crews to perform tasks and determine types and amounts of material.

Ability to assist in the training and development of employees who possesses the aptitude and desire to perform road and related maintenance duties.
Ability to lead and instruct subordinates in the performance of related tasks and completion of assigned projects.
Ability to interpret and use all manuals, guidelines, codes and standards as they apply to the maintenance of roads, related infrastructure and sign systems.
