Essential Competencies

ENTRY LEVEL

Description: These competencies identify the Knowledge, Skills and Abilities required to perform basic tasks in the maintenance of roads and related infrastructures. Duties may expand to cover trail and grounds maintenance. Work is performed under close supervision with emphasis on safety and developing work skills.

I.Roads Maintenance

A. Pavement Maintenance

1. Recognizing asphalt pavement deterioration

2. Establishing maintenance standard for area roads

3. Crack sealing

4. Surface Sealing

5. Patching broken areas and potholes

B. Pavement Rehabilitation

1. Recognizing need for asphalt rehabilitation

2. Perform asphalt condition assessment

3. Establish cyclic schedule for pavement rehab

4. Skin patching

5. Deep patching

6. Asphalt overlays

7. Joint and crack repair

8. Road base/Asphalt replacement

C. Primary and Secondary Unpaved Roads

1. Recognize problems with surface

2.Perform road assessment, determine type of use, frequency

3. Maintain drainage and correct problem

4.Resurface, grade and maintain crown as road use warrants.

II. Drainage Structures

A. Steel Culverts/Box Culverts

1. Recognizing current and potential problems

Knowledge, Skills and Abilities

Ability to follow oral and written instructions from supervisor

Ability to interpret and follow operating manuals, maintenance manuals on equipment and tools used in performance of duties.

Ability to perform preventive maintenance on tools, vehicles construction equipment and attachments.

Ability to use hand tools and basic power tools to perform routine grounds maintenance around buildings, administrative sites and visitor use areas.

Develop knowledge of pavement management and life cycle costs

DEVELOPMENTAL LEVEL

Description: The competency identifies the Knowledge, Skills and Abilities required to perform advanced tasks to maintain roads and related infrastructure. Work is performed under normal supervision with continued emphasis on safety, materials, and technique.

I. Roads Maintenance

A. Pavement Maintenance

1. Determining asphalt deterioration

B. Pavement Rehabilitation

1. Develop plan for asphalt rehabilitation

A.Actual operation of Class B & C vehicles to maintain roads

VI. Traffic Control and Safety

A. Use of MUTCD devices on multi-lane projects and complex projects.

B. Recognizing potential hazards and correction of hazards

Knowledge, Skills and Abilities

All Knowledge, Skills and Abilities at the Entry Level Plus:

Ability to follow written specifications, plans, drawings and relay all information to subordinates.

Develop knowledge of Federal Highway Administration R.I.P and P.R.E.S. studies and program.

Ability to perform general maintenance to and service per manufactures recommendations equipment, vehicles and tools used to performed assigned duties.

Knowledge of repair and maintenance methods common to roads, drainage structures and grounds.

When required, develop knowledge and skills to perform routine maintenance to trail system.

Ability to interpret MUTCD manual and NPS Sign Manual to maintain regulatory and information signs.

Ability to safely operate construction equipment to perform basic tasks in the repair/rehab of roads and drainage structures.

Ability to operate grounds maintenance equipment and all attachments to perform basic tasks.

FULL PERFORMANCE LEVEL

Description: This competency identifies the Knowledge, Skills and Abilities required to maintain roads and related infrastructures at the Full Performance Level. Work is performed with little direct supervision and with oral and written instruction. Individual will be able to schedule work, lead crews to perform tasks and determine types and amounts of material.

1. Maintain road surface to pre-determined standard

A. Skill to operate Class B & C vehicles to perform all road maintenance

B. Operate construction equipment to perform tasks at the full performance level

C. Perform advanced grounds maintenance tasks

D. Perform routine trail maintenance

VI. Traffic Control and Safety

A.Instruct others in the use of MUTCD devices to protect all job sites

B.Instruct subordinates in the recognition and correction of hazards. Use all applicable safety codes and standards

Knowledge, Skills and Abilities

All Knowledge, Skills and Abilities at the Entry and Developmental Level Plus:

Ability to instruct others in the use of drawings, plans and specifications for contracts, supplies and materials.

Ability to interpret and instruct others in the proper and safe use of all construction equipment and materials to perform full scope of responsibilities.

Ability to assist in the training and development of employees who possesses the aptitude and desire to perform road and related maintenance duties.

Ability to lead and instruct subordinates in the performance of related tasks and completion of assigned projects.

Ability to interpret and use all manuals, guidelines, codes and standards as they apply to the maintenance of roads, related infrastructure and sign systems.
