SHARED COMPETENCIES

for Information Management

Essential Competencies for Specific Positions or Career Fields

In addition to the Universal Competencies listed above, most career fields have computer-related competency requirements that are specific to their career field. Specific positions also have additional computer-related competency requirements. Most of these competencies have to do with the use of NPS or DOI custom software. Only current software is listed below. Additional or different competencies will need to be added as other reporting and tracking processes become automated. Other competencies such as database or spreadsheet skills may be identified by specific career fields.

Financial Management (anyone with financial management/budget responsibilities)

Uses financial management software (the current NPS standard is AFSII) to prepare and track budgets for various operations.

Knowledge, Skills, and Abilities

Ability to use AFSII software for budget formulation and tracking

Supervision

Uses classification software to prepare and classify position descriptions.

Knowledge, Skills, and Abilities

Ability to use PROCLASS (or current NPS standard software)

Uses FPPS (Federal Personnel and Payroll System) program to initiate and approve personnel actions

Knowledge, Skills, and Abilities

Ability to use FPPS software

Ability to use DOINET connection (or PacketPC or other communications software and a modem) to log onto the BOR mainframe computer in Denver

Timekeeping (anyone with timekeeping/payroll responsibilities)

Uses FPPS (Federal Personnel and Payroll System) program to input payroll data.

Knowledge, Skills, and Abilities

Skill in use of PAY/PERS for inputing and retrieving payroll information

Ability to use FPPS software

Ability to use DOINET connection (or PacketPC or other communications software and a modem) to log onto the BOR mainframe computer in Denver

Administration and Office Management Support

Uses NPS or DOI mandated applications to perform a variety of tasks. Connects to DOI mainframe computers to input or retrieve data.

Ability to use DOINET connections (or mandated communications software and a modem)

Skill in use of all applicable NPS or DOI mandated applications:

Personnel Management:

- FPPS (Federal Personnel and Payroll System)
- PROCLASS (classification software)
- AVADS (Automated Vacancy Announcement Distribution System)
(for both distributing and retrieving vacancy announcements)
- ____________ (employee training records database) (new application that will replace SNAP/TRAC)

Finance and Budget:

- FFS (Federal Financial System)
- AFSII (Administrative Financial System)
- OPCALL (Operations Budget Call program)

Procurement/Contracting:

- PPFS (Pre-Printed Forms System)
- MUFFIN (GSA supply ordering system)

Property Management:

- PROP (Property Management System)

Housing Management:

- HOUSE or ANRENT

Fire Management, Aviation, All Risk Management

Inputs and retrieves data related to fire management (fire weather records, fire qualifications, FIREPRO budget planning, ...)

Knowledge, Skills, and Abilities

Ability to use DOINET connections (or SimPC, Procomm, and/or other communications software and a modem)

Skill in use of Wildland Fire Management Computer System

Skill in use of WIMS software

Interpretation, Education, and Cooperating Associations

Produces a variety of informational materials and handouts ranging from drafts to final camera-ready copy.

Knowledge, Skills, and Abilities

Skill in using word processing and/or page layout software for desktop publishing

Researches information to respond to visitor questions and for interpretive programs.

Knowledge, Skills, and Abilities

Ability to use DOINET/Internet connections (or Procomm or other communications software and a modem)

Skill in retrieving information on parks and other subjects from the Internet or from bulletin board services (BBSs)

Ability to prepare and/or update information materials posted on the Internet

Performs record-keeping tasks
