SUPPLY CLERK/TECHNICIAN, GS-2005


Essential Competencies

ENTRY LEVEL

Description: These competencies identify the Knowledge, Skills, and Abilities required to perform duties by serving as supply/property clerk for a work unit. Work is performed under close supervision.

I. Property Accounting

A. Reconciliation reports
B. Records in automated data base system
C. Requests/reports of excess personal property

D.Warehouses stock deliveries

E.Prepares/ reviews reports for lost, damaged or destroyed property

II. Property Records/Reports

A. Maintenance of personal property inventory system of records
B.Receives source documents
C.Automated property systems

III. Property Management

None at this level

Knowledge, Skills, and Abilities

Basic knowledge of automated property system to maintain property records and prepare reports

Basic knowledge of Federal and NPS Property Management Regulations and policies

Practical knowledge of the procurement process

DEVELOPMENTAL LEVEL

Description: These competencies identify the Knowledge, Skills, and Abilities required to perform duties by assisting a work unit's Property Management Officer for acquisition, utilization, protection, and disposition of federally-owned personal property. Work is performed under general supervision.

I. Property Accounting

A. Provides direction and advice to Accountable Property Officers
B. Preparation of reconciliation reports
C. Receiving/processing reports of excess personal property
D. Screening for excess availability

II. Property Records/Records

A. Maintenance of personal property inventory records system
B.Utilization of mandated on-line automated property system (entry/ accuracy)

III. Property Management

None at this level
Knowledge, Skills, and Abilities

Working knowledge of property inventory techniques, maintenance of office expendable, accountability, bills of lading processing to conduct and reconcile inventories

Ability to define or recognize the basis for case reviews to collect needed information and to take or recommend actions

Knowledge of the automated property system to maintain property records, determine availability of excess property and prepare reports

FULL PERFORMANCE LEVEL

Description: The competencies identify the Knowledge, Skills, and Abilities required to provide detailed assistance for acquisition, utilization, protection, and disposition of personal property; performing technical supply management work for property utilization and inventory. Work is completed independently with limited review.

I. Property Accounting

A. Advising Accountable Property Officers on accountability procedures
B. Coordination/cooperation with other agencies
C. Prepares/reviews reports for lost/damaged/destroyed property

II. Property Records/Reports

No addition competencies

III. Property Management

A. Preparation of quarterly plan for acquisition and disposal of excess property
B. Location of surplus property
C. Resolves needs and/or problems of accountability
D. Participation in physical inventories

Knowledge, Skills, and Abilities

Knowledge of the Federal Property Management Regulations and NPS Property Management Regulations covering the acquisition, utilization, and disposal of government-owned personal property including specialized and/or scientific equipment.

Working knowledge of property inventory techniques, maintenance of office expendables, accountability, bills of lading processing, and automated system to conduct and reconcile inventories

Analytical ability to define or recognize basis for case reviews, to collect needed information, to establish facts, and to take or recommend actions

Practical knowledge of the procurement process including supply channels and the automated purchase order system
