DEVELOPMENTAL LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required to perform duties by assisting a work unit's Property Management Officer for acquisition, utilization, protection, and disposition of federally-owned personal property. Work is performed under general supervision.

Working knowledge of property inventory techniques, maintenance of office expendable, accountability, bills of lading processing to conduct and reconcile inventories
Ability to define or recognize the basis for case reviews to collect needed information and to take or recommend actions
Knowledge of the automated property system to maintain property records, determine availability of excess property and prepare reports
FULL PERFORMANCE LEVEL
Description: The competencies identify the Knowledge, Skills, and Abilities required to provide detailed assistance for acquisition, utilization, protection, and disposition of personal property; performing technical supply management work for property utilization and inventory. Work is completed independently with limited review.

Knowledge, Skills, and Abilities
Knowledge of the Federal Property Management Regulations and NPS Property Management Regulations covering the acquisition, utilization, and disposal of government-owned personal property including specialized and/or scientific equipment.
Working knowledge of property inventory techniques, maintenance of office expendables, accountability, bills of lading processing, and automated system to conduct and reconcile inventories
Analytical ability to define or recognize basis for case reviews, to collect needed information, to establish facts, and to take or recommend actions
Practical knowledge of the procurement process including supply channels and the automated purchase order system
