ENTRY LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required to handle small purchases of locally available standard, retail supplies and services as well as some technical items. Work is performed under close supervision with limited signing authority.
I. Processing small purchases
Knowledge, Skills, and Abilities
Broad knowledge of a body of purchasing regulations, methods procedures, and business practices including:
Knowledge of solicitation or purchasing methods
Skill in analyzing descriptions that have unique aspects and characteristics to identify problem areas in specifications or work statements
Knowledge of price analysis techniques to evaluate prices or costs
Knowledge of various acquisition clauses, such as those pertaining to inspections, acceptance, etc
Knowledge of post-award procedures to discuss equitable price adjustments
Working knowledge of Parts 8 and 13 of the Federal Acquisition Regulation, relevant portions of the Federal Property Management Regulations and NPS regulations
Knowledge of payment procedures to process payments
Knowledge of established and mandatory sources for the purchase of supplies and services
Knowledge of office automation equipment
DEVELOPMENTAL LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required to purchase a variety of technical items and services. Work is performed with less supervision and increased signing authority (warrant).
I. Processing Small Purchases
Knowledge, Skills, and Abilities
Extensive knowledge of procurement practices, relevant portions of the Federal Acquisition Regulation, NPS policies, Federal Property Management Regulations, and how they interrelate with property management, budget and finance to exercise purchasing responsibilities
Knowledge of applicable labor provisions
Knowledge of specialized technical purchasing methods and procurement to perform complex purchase work such as (one of the following):
Negotiating and awarding bilateral purchase orders
Developing and selecting criteria/technical ranking factors for purchases of a variety of detailed commercial service or construction projects
Administering small purchases that require extensive monitoring and oversight
Negotiating, awarding and administering small purchases that involve clauses not applicable to small purchases
Negotiating, awarding,and administering small purchases that involve the use of instruments that are not firm fixed price
Knowledge of applicable laws and regulations covering disputes and termination
Knowledge of applicable socio-economic procurement provisions
Knowledge of business, industrial and professional trade practices, open market procedures, sources of supply, mandatory contract item, procurement restrictions, and common and specialized contract clauses
Extensive knowledge of sources of supply and services
FULL PERFORMANCE
Description: These competencies identify the Knowledge, Skills, and Abilities required to perform complex procurement transactions, processing items that require detailed specifications and off-site contract administration; serving as technical authority on simplified purchasing procedures. Work is accomplished independently and at a higher warrant.
I. Processing Small Purchases
Knowledge, Skills, and Abilities
Extensive knowledge of procurement practices of the NPS, relevant portions of the Federal Acquisition Regulation, Federal Property Management Regulations and how they interrelate with property management, budget and finance to exercise technical and complicated purchasing responsibilities
Thorough knowledge of laws, regulations, and policies related to small purchasing and other administrative service functions
Knowledge of fiscal and appropriation regulations to develop payment provisions including prudent scheduling of procurement actions
Skill in monitoring progress of contractors' performance, coordinate various contract specifications, review, and process payment requests
Knowledge of contract administration under the terms and conditions of small purchases
Knowledge of Request for Quotations procedures to establish selection criteria to make ward on factors in addition to price
Ability to utilize legal research materials
Knowledge of the Competition in Contracting Act and Debt Collection Act
