Description: These competencies identify Knowledge, Skills, and Abilities required to provide information to management and employees on basic employee benefits and personnel policies. Work is performed as a trainee with assignments designed for development. Work is closely supervised.

DEVELOPMENTAL LEVEL
Description: These competencies identify Knowledge, Skills, and Abilities required to provide counsel and advice to employees and management on a variety of employee and/or labor relations issues, processes, and procedures. Work is performed as an advanced trainee with increased advisory responsibilities. Work is given limited review.

Knowledge of basic counselling techniques
Ability to maintain confidentiality
Ability to research, interpret and provide analysis of laws and regulations
Ability to serve as a technical advisor in the research for and presentation of cases before a third party such as MSPB or EEOC
Ability to research relevant precedent and/or court decisions in relation to conduct and/or performance-based actions
Ability to interpret and provide counsel on an established labor agreement
FULL PERFORMANCE LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required to provide counsel to management on all employee relations issues and actions and processing the same. Work is performed full delegation such as negotiating settlement agreements, representing the agency before a third party.

Skill in identifying and resolving managerial problems in relation to employee relation issues
Ability to apply appropriate negotiating techniques to reach an equitable and mutually satisfactory settlement agreement
Ability to represent the agency before a third party, i.e. MSBP
Ability to do research and analysis of precedent and/or court decisions in relation to conduct or performance-based issues for the preparation and presentation of cases before a third party
Ability to provide counsel in the development/preparation of labor agreement
