Knowledge of negotiated procurement procedures and the laws, regulations and precedents governing procurement by this method, to perform developmental assignments or segments of large procurement actions
DEVELOPMENTAL LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required for administration and negotiation in the context of acquisition management of a park/subunit and/or cluster acquisition program. Work is performed as an advanced trainee with an increased warrant level.
I.Purchasing/Contracting Methods and Techniques
Knowledge, Skills, and Abilities
Knowledge of the principles, techniques, methods, and procedures of Government contracting to perform pre-award and post-award procurement actions where the actions are well defined and well precedented
Knowledge and skills sufficient to evaluate bids and proposals, recommend competitive ranges, make standard investigations of contractor capabilities concerning financial, personnel, equipment, and managerial resources necessary to fulfill contract terms.
Limited knowledge of negotiation methods, techniques, and principles sufficient to work with request for quotations and requests for proposals for standard items
Knowledge and skill sufficient to monitor the progress of contractors with fixed price contracts; to advise contractors regarding contractual requirement limitations; to coordinate requests for deviations from contract specifications; to review payment requests; and to recommend approval payment or withholding of partial or final payment
Knowledge of Sealed Bid Contracting/Negotiated Contracting
Knowledge of socio-economic programs
Ability to research, interpret, and analyze precedent decisions, laws, and regulations
Ability to communicate orally and in writing to present instructions, policy, and/or supporting documentation
FULL PERFORMANCE LEVEL
Description: These competencies identify the Knowledge, Skills, and Abilities required to complete complex methods of acquisition and providing advice to management and contracting personnel on all contract types and methods
I.Purchasing/Contracting Methods and Techniques
Knowledge, Skills, and Abilities
Knowledge of contracting and procurement principles, policies, and procedures applicable to pre-award and post-award actions, including formal advertising, and negotiation methods, contract administration, and termination requirements
Knowledge of program requirements or technical needs sufficient to aid in procurement planing and in describing technical requirements which include complex and diversified services and supplies, such as procurement transactions to meet the requirements for facilities, equipment or technical services
Knowledge of NPS-20, Agreements
Knowledge of Architect & Engineering Services Contracts
Knowledge of lease and sale of real property and historic property
Knowledge of Board of Contract Appeal Procedures
Knowledge of Federal Appropriation Laws
Knowledge of market trends
Knowledge of OSHA and other laws pertinent to government contracts
Ability to provide advisory services to management to include creative and dynamic solutions
