BUDGET CLERK/ASSISTANT, GS-501


Essential Competencies

ENTRY LEVEL

Description: These competencies identify the Knowledge, Skills, and Abilities required to perform duties in support of a work unit's Budget Analyst. The work is completed under close supervision.

I. Budget Procedures

A. Data entry using automated budget tracking system
B. Preparation of bill for payment
C. Collection officer/Imprest fund cashier

II. Analysis

None required at this level

Knowledge, Skills, and Abilities

Knowledge of basic budget and account structures, including organization codes, account numbers, object classes

Knowledge of procedures relating to the preparing bill for payment

Knowledge of U.S. Treasury and agency rules for concerning the third party draft program

DEVELOPMENTAL LEVEL

Description: These competencies identify the Knowledge, Skills, and Abilities required to provide general information and assistance on issues relating to budget submissions, budget procedures and guidelines. The employee works independently with review of the supervisor.

I. Budget procedures

FULL PERFORMANCE LEVEL

I. Budget procedures

A. Preparation/tracking of work unit's budget
B.Correlation/correction of computer printouts of accounts
C.Status of funds review/analysis
D. Preparation of budget submissions
E. Utilization of mandated financial tracking system

II. Analysis

A. Audits budget submissions
B. Statistical information analysis (computation of averages and/or percentages)

Knowledge, Skills, and Abilities

Knowledge of agency budget procedures, policies, and guidelines

General knowledge of the Federal budget process and of the general legislative process

Knowledge of the applicable computer programs and printouts

Knowledge of the various types of funding and the proper use of each

Knowledge of the various forms used in budget formulation and execution and the preparation/correct use of each

Knowledge of the technical aspects of budget procedures and the ability to communicate such knowledge to others
