In
spite of many perceived obstacles, facilitators observed (during the seminars and on some
field trips) that managers and supervisors persevere, accomplishing tasks and goals
exceptionally well with limited resources; the dedication of participants to their jobs
was overwhelming. Throughout the seminars, managers and supervisors demonstrated creative
approaches that could be used to improve the organization. The leadership seminars were
mandatory, and managers participated, learned, and grew professionally. If the class had
been optional, many might not have attended, and in most cases, they were pleased that
they had had the opportunity.
