Record of Determination for the Temporary Closure of Certain Park Roads North of Rock Creek and Potomac Parkway for the 2023/2024 Implementation of the Rock Creek Park White-tailed Deer Management Plan

Under the existing Rock Creek Park Superintendent's Compendium, unless otherwise designated, areas administered by Rock Creek Park are closed to all public use from sunset to sunrise, except for vehicular travel on park roads. During the 2023/2024 implementation of the park's approved White-tailed Deer Management Plan Environmental Impact Statement and Record of Decision, Rock Creek Park will temporarily close the park roads noted below to public access and travel under 36 CFR l.5(a)(1) during the time periods detailed below and from November 2, 2023 through March 31, 2024. When implementation occurs, the closures will be designated by posted signage, roadway gates, and law enforcement officer and/or employee direction. Violation of the closure is prohibited.

Record of Determination for a Partial and Temporary Closure for the 2023 Mubadala Citi DC Open Tennis Tournament

Pursuant to 36 CFR § 1.5(a), Rock Creek Park, a unit of the National Park Service, is temporarily and partially closing certain parkland for a permitted special event activity from 5:30 am Monday July 10, 2023 through Friday August 11, 2023 at 5:00 pm. The closure includes William HG Fitzgerald Tennis Stadium, as well as the surrounding outdoor tennis courts and parking lot area directly west of the tennis complex. The park closure is necessary for the safety of event participants and the protection of natural and cultural resources in the permit area. Less restrictive measures will not suffice because of the necessity to maintain safety and resource protection.

Record of Determination for a Partial and Temporary Closure of a Portion of Fort Totten Park


Pursuant to 36 CFR 1.5(a), Rock Creek Park, a unit of the National Park Service, is temporarily closing a portion of Fort Totten Park to protect public safety as the U.S. Army prepares to assess the area for the potential presence of WWI-era military munitions. Specifically, beginning 7:00 am Monday May 8, 2023, through 5:00 pm Monday December 11, 2023, the area of Fort Totten Park that is east of Fort Totten Drive, NE, south of Gallatin Street, NE/Metropolitan Branch Trail and north of Brookland Avenue, NE/Farragut Street, NE will be fully closed to all public use. The closed area will be accessible only to National Park Service employees, approved U.S. Army employees, and associated contractors. The temporary closure of this area is necessary to protect public safety from any harm caused by any potential military munitions present in the park. Less restrictive measures are not possible given the need to close the area to protect the public from potentially unsafe conditions.

Record of Determination for a Partial and Temporary Closure of a Portion of Glover Archbold Park


Pursuant to 36 CFR 1.5(a), Rock Creek Park, a unit of the National Park Service, is temporarily closing a portion of Glover Archbold Park for tree felling activities relating to the emergency repair of a leaking sanitary sewer line. Specifically, from 7:00 am Tuesday March 21, 2023 through 5:00 pm Friday March 31, 2023, certain foot trails south of W Street, NW in Glover Archbold Park will be fully closed to all public use. The closed foot trails will be accessible only to National Park Service employees, approved DC Water employees, and project contractors. The temporary closure of these foot trails is necessary to safely fell trees in Glover Archbold Park that must be removed for an emergency repair of the leaking sanitary sewer line in the park. Less restrictive measures are not possible given the need to close the area to protect the public from unsafe conditions during tree felling activities.

Record of Determination for a Partial and Temporary Closure Of Reservation 497 for Rehabilitation

Rock Creek Park will close a portion of Reservation 497, at 5700 South Dakota Avenue, NE, on or about September 30, 2022, to address public safety concerns, and to remove an encampment and clean up the parcel. It will remain closed until December 31, 2022, unless the NPS determines rehabilitation measures are completed before that date.

Record of Determination for a Partial and Temporary Closure Of Reservation 360 for Rehabilitation


Rock Creek Park will close a portion of Reservation 360, at the K Street exit ramp and Rock Creek Parkway outbound, on or about May 27 to address public safety concerns, and to remove encampments and clean up the parcel. It will remain closed until October 31,2022, unless the NPS determines while rehabilitation measures are completed before that date.

Rock Creek Park will close a portion of Reservation 360, beneath the Calvert Street Bridge, off Rock Creek Parkway inbound, on or about August 26, 2022, to address public safety concerns, and to remove the encampment and clean up the parcel. It will remain closed until December 31, 2022, unless the NPS determines rehabilitation measures are completed before that date.
