The Whitehurst Freeway archeological project was conducted by the Cultural Resources Department of Parsons Engineering Science (Parsons ES). Parsons ES was subcontracted to the Legion Design/Delon Hampton Joint Venture who was under contract to the DC Department of Public Works (DCDPW). The project, parts of which were on National Park Service land, was done under an Archeological Resources Protection Act (ARPA) permit issued by the National Capital Region, National Park Service, and administered by Stephen R. Potter, Ph.D. Assistance in complying with the 1966 National Historic Preservation Act, as amended, was provided by Nancy Kassner of the D.C. Historic Preservation Division. Elizabeth A. Crowell, Ph.D., of Parsons served as Principal Investigator. Dennis Knepper, John Rutherford, and Cynthia Auman served as Field Supervisors. Carter Shields and Victoria Robertson conducted ceramic and other laboratory analyses. Karen Rasmussen and Sulah Lee served as graphic artists.
