Congress passed the Federal Advisory Committee Act (FACA) in 1972 to create an orderly procedure by which Federal agencies may seek advice and assistance from citizens. In general, any council, panel, conference, task force, or similar group utilized by NPS officials for the purpose of obtaining consensus advice or recommendations on issues or policies will likely fall within the purview of FACA.
The Office of Policy works closely with the park or region to process nominations for appointment of members by the Secretary and to prepare a charter under which each committee will function. The National Park Service Guide to the Federal Advisory Committee Act will acquaint you with the standard procedures for establishing and renewing advisory committees and how FACA applies to NPS management activities. Listed below are the current NPS advisory committees. The charter for each committee can be viewed from the committee title.

The Council will terminate upon August 10, 2009.
Tallgrass Prairie National Preserve Advisory Committee
Established by Public Law 104-333, the Committee advises the Secretary of the Interior and the Director of the National Park Service concerning the development, management, and interpretation of the Preserve, including timely advice during the preparation of the general management plan for the Preserve. The Committee’s work will be ongoing for at least 5 years. There is no statutory termination date for the Committee.
Captain John Smith
Authorized by the National Trails
System Act, as amended, and Title 1, Section 133 of Public Law 109-418,
December 21, 2006, the purpose of the Council is to consult with the Secretary of
the Interior from time to time with respect to matters relating to the trail,
including but not limited to, the development of a comprehensive plan, the
selection of rights-of-way, standards for the erection and maintenance of
markers along the trail, and the administration of the trial.
Chesapeake and Ohio Canal National Historical Park Commission
Established
by Public Law 91-664, January 8, 1971, as amended by Public law 101-320, July
3, 1990, the Commission meets and consults with the Secretary or the
Secretary’s designee, on general policies and specific matters related to the
administration and development of the
Committee for the Preservation of the White House
Established
by Executive Order 11145 (March 7, 1964), as amended, the Committee reports to
the President of the
Mary McLeod Bethune Council House National Historic Site
Established by Public Law 102-211, December 11, 1991, the Commission is to fully participate in an advisory capacity with the Secretary of the Interior in the development of a General Management Plan for the historic site. The Commission will also, as often as necessary, but at least semiannually, meet and consult with the Secretary on matters relating to the management and development of the historic site. The Commission is expected to exist into the foreseeable future.
Boston Harbor Islands National Recreation Area Advisory Council
Established pursuant to Public Law 104-333, November 12, 1996, the Council represents various groups with interests in the Boston Harbor Islands National Recreation Area and makes recommendations to the Boston Harbor Islands Partnership on issues related to the development and implementation of the integrated resources management plan for the Boston Harbor Islands National Recreation Area. In addition, two members of the Council are appointed by the Secretary of the Interior to the Partnership as voting members and two are appointed as voting alternates. The Council is expected to remain in existence for as long as the Partnership remains in existence, or until terminated by act of Congress.
Cape Cod National Seashore Advisory Commission
Established by Public Law 87-126 (August 7, 1961), as amended by Public Law 105-280, the Commission consults with the Secretary of the Interior, or the Secretary’s designee, with respect to matters relating to the development of the Cape Cod National Seashore, and with respect to carrying out the provisions of Section 4 and 5 of the Act establishing the Cape Cod National Seashore. Additionally, the advise of the Commission is sought before the issuance of permits for industrial or commercial use of property within the Seashore, and before the establishment of any public use area for recreational activity within the Seashore, and any proposed action which would create a substantive change in natural conditions or in existing structures within the Seashore. The Commission will terminate September 26, 2008.
Cedar Creek and Belle Grove National Historical Park Advisory Commission
Established by Public Law 107-373, December 19, 2002, the Commission advises the Secretary of the Interior on the preparation and implementation of a general management plan and advises the Secretary with respect to the identification of sites of significance outside the Park boundary deemed necessary to fulfill the purposes of the Act. There is no statutory termination date for the Commission. The Commission is expected to continue beyond the foreseeable future.
Delaware Water Gap National Recreation Citizen Advisory Commission
Established by Public Law 100-573 (October 31, 1998), as amended, the Commission advises the Secretary of the Interior on matters pertaining to the management and operation of the Delaware Water Gap National Recreation Area, as well as on matters affecting the recreation area and its surrounding communities. The Commission will terminate October 31, 2008.
Established
by the “Flight 93 National Memorial Act,” Public Law 107-226 to assist with
consideration and formulation of plans for a permanent memorial to the
passengers and crew of Flight 93, including its nature, design, and
construction. The preponderance of its
duties are advisory in nature.
Gettysburg National Park Advisory Commission
The
Commission advises the Secretary of the Interior on the coordination of the management
of the
Kalaupapa National Historical Park Advisory Commission
Established by Public Law 96-565, December 22, 1980, the Secretary of the Interior consults with and seeks the advice of the Commission with respect to the development and operation of the park including training programs. The Commission advises the Secretary concerning public visitation to the park; and such advice with respect to numbers of visitors shall be binding upon the Secretary if the commission certifies to the Secretary that such advice is based on a referendum, held under the auspices of the Commission, of all patients on the official Kalaupapa Registry. The Commission will terminate December 22, 2025.
Koloko-Honokohau National Historical Park Advisory Commission
Established by Public Law 104-333, November 12, 1996, the Commission to advises the Director, National Park Service, with respect to the historical, archeological, cultural, and interpretive programs of the park. The Commission is to afford particular emphasis to the quality of traditional native Hawaiian culture demonstrated in the park. The Commission will terminate November 12, 2006.
National Park of American Samoa Advisory Board
The
Board is to advise the Secretary of the Interior regarding the management of
the
Big
Cypress National Preserve Off Road Vehicle Advisory Committee
Established by authority of the Secretary of the Interior under Section 3 of Public Law 91-383, the purpose of the Committee is to examine issues and make recommendations regarding the management of Off-Road Vehicles in Big Cypress National Preserve.
Jimmy Carter National Historic Site Advisory Commission
Established by Public Law 100-206, the Commission provides advice to the Secretary of the Interior on achieving balanced and accurate interpretation of the Jimmy Carter National Historic Site. The Commission is expected to exist into the foreseeable future.
Selma to Montgomery National Historical Trail Advisory Council
Established
by Public Law 90-543, October 2, 1968, as amended; and Public Law 104-333, November
12, 1996, the Council consults with the Secretary of the Interior on the
development of a comprehensive plan and other matters relating to the

106-299, October 13, 2000, the Committee is to assist in the development of the
comprehensive management plan for the Wekiva River System and provide advice to
the Secretary in carrying out the management responsibilities of the Secretary

concurrent with designation of the
National Park System Advisory Board
Established
by Section 3 of the Act of August 21, 1935 (49 Stat. 667; 16 U.S.C. 463), as
amended by Public Law 104-333, November 12, 1996, the Board advises
the Director of the National Park Service and the Secretary of the Interior on
matters relating to the National Park Service, the National Park System, and
programs administered by the National Park Service, including the
administration of the Historic Sites, Buildings, and Antiquities Act; the
designation of national historic landmarks and national natural landmarks; and
the national historic significance of proposed national historic trails.
The statutory authority for the Board expired January 1, 2007, thus terminating
the Board. Legislative or administrative action will be necessary to
re-establish the Board.
Native
American Graves Protection and Repatriation Review Committee
Established by Public Law 101-601, August 2, 1991, the Committee monitors and reviews the implementation of the inventory and identification processes and repatriation activities required under Sections 5, 6, and 7 of the Law. The Committee is expected to continue into the foreseeable future. The Committee will terminate at the end of the 120-day period beginning on the day the Secretary certifies, in a report submitted to Congress, that the work of the Committee has been completed.
Preservation
Technology and Training Board
Established
by Public Law 102-575, the Board advises the Secretary of the Interior
regarding the operations of the
