- Update from WASO - Chris Jarvi
- Youth Program
- Nancy Kauffman will be on board November 8-19 and return for good the second week of December. She will
head up Youth Programs and serve as Deputy to Chris Jarvi.
- Tourism Director
- held up in budget; PD being finalized by HR.
- Building Better Partnerships Projects Update
- 2nd quarter report due to House Committee -- asking approval on 11 projects.
- Indemnity Issues
- in Partnership Agreement handled on case by case basis. Hoping to hire consultant to handle issues.
- Analysis/DO21 Update - Jarvi/Piltzecker
- 2 weeks - to finish incorporating internal comments (Karyn)
- 60 days - for internal review w/ NLC NPS solicitor
- 3 weeks - to incorporate comments

Friends Alliance concerns on philanthropy and the way Congress is dealing with budget. National Park Service Advisory
Board wants to look at basic nature of philanthropy. What is role of philanthropy with NPS? Under what circumstances?
How do we recognize donors? Trying to set up meeting with Advisory Board for them to give us some recommendations.
Thinking of an open forum with experts.
We need to think how it impacts DO-21. Hoping changes can be made in Reference Guide without having to change DO-21.
- Website "Case Studies" - Piltzecker
Would like to case studies back on website.
Issue - 100 case studies were discussed and acted on by the Council at Seattle's Meeting a year ago. Glenn expressed
concern that the council has skipped the processes set in the charter in order to produce product because of time
constraints. Need to identify process on how we identify successes, how we involve regions & parks that we are using for
examples. (Must be sensitive of who speaks for parks). Suggested that the created workgroup add a couple more people
and look to ensure that what we are posting follows criteria of creating Partnerships.
General agreement in the need to reconvene workgroup. What process Council uses was given to John Piltzecker (who will
ultimately be who controls webpage) to determine. Current status and plan over the next 3-4 months.
- Request for Proposal-SOP National Park Foundation Grants - Eugster/Piltzecker
- SOP needs to be finalized by the Council.
- *Decision made for workgroup to run SOP through Council again for review and comment with a deadline. Workgroup
members are Julia, Maryanne, Linda, Wendy, and Glenn.
- Plan is to finalize and approve SOP @ Partnership Council Meeting in January 2005.
- Concern that processes need to be followed and if not all in concurrence list alternative suggestions. Julia
expressed difficulty in getting comments and adjustments through email without face to face meetings.
- Agreement that process needs to be followed but need to prevent bottleneck situations that prevent creating
a product.
- Also identified need for future reviews of SOP for enhancements.
- Training Update - Piltzecker
- Celeste and others are participating in the Working w/ NPS Agreements for Partnerships
Course at the National Conservation Training Center. Currently there are 300 people attending (shows the
definite need for such training).
- Linda Moery - commented about training and Building Better Partnerships and the need for comprehensive
training plans.
- Chris Jarvi - said they will come out of the skills assessment.
- National Park Foundation Communications Summit- November 15 - Washburn
NPF and Superintendents and Partnerships Coordinators will explore how Park Service and Foundation can work better
together w/ new NPF President. (i.e. Strengthen communications, better alignment)
- National Park Friends Alliance Meeting November 18-19 - Jarvi

- Regional Office Partnership Council Co-Chair Selection Process - McIntosh
Glenn Eugster has volunteered to serve as Co-Chair. Bob/Glenn asked for other volunteers and when no one spoke up a
motion for Glenn to Co-Chair was seconded and motion carried. Glenn will work with John Piltzecker and Marty Sterkel
for a smooth transition.
- FY05 PC Meeting Update - Piltzecker
Travel day 24 Jan 2005 - Meeting dates 25 - 27 Jan 2005 (ending @ noon with exception of those staying on to work with
Celeste Bernardo). A block of rooms have been reserved at the Jury's Hotel, 1500 New Hampshire Ave, NW
(Phone: 202-483-6000). Ellen Cull was unavailable this year as facilitator. Glenn suggested Linda Wright and will
check on her availability.
