  1. Update from WASO - Chris Jarvi
    1. Proud Partner
      • Proud Partner - National Park Foundation meeting June 15-17th in Yosemite N.P.
        • Superintendents Council is also meeting there.
      • Rosie the Riveter Reception-event went very well.
      • Ford Escape Hybrid Donation
        • Ford Motor Company is donating 12 Escape Hybrids in parks selected for market visibility.
        • As an exception to DO21, the vehicles will have recognition on them.
        • Training dealerships for maintenance issues.
        • Working on grant agreement.
    2. P.C. meeting/Telnet - Suggestion was made to postpone the telnet call in favor of a meeting face to face in the beginning of FY 2005.The video system is not well organized yet. It is difficult to schedule everyone with summer schedules and work load. The new WASO Partnership Office chief is not yet on board. Planned attendance is low. Shoot feedback to Marty.
    3. GAO Report Findings on the National Park Foundation - NPS - Complete and can be reviewed online (http://www.gao.gov/). The GAO Report #04-541, is called "Better Communication of Roles and Responsibilities is Needed to Strengthen Partnership with the National Park Service".
    4. Chris thanked Kayci Cook for her role on the Council, her work on DO #21 and her role in doing the crediting plan.
    5. Rivers and Trails Strategic Planning Workshop and Upcoming Session - Met in Nebraska and highlights are being shared. Changes oriented to interface with NPS park units and would move towards concept of seamless system of projects. Upcoming session in Folsom, CA on June 15-16.
    6. Hiring Status/Approval of Budget
      • Denise Pope - new secretary for Chris Jarvi
      • Partnership Chief - crediting plan done and currently working on certificate.
      • Tourism Chief selection - have money and looking at applications. It will be a term position, or under contract. It will be at least a 60-90 days process.
      • Staff Analyst - In process of creating crediting plan.
      • Bill Jones retired from Youth Programs/Danny Smith Acting
      • George McDonald retired from Youth Programs.
    7. Golden Age Pass Update - At a recent NPF board meeting, Secretary of the Interior Norton and National Park Service Director Mainella called for NPS to explore the possibility of Golden Age sales through the National Parks Pass (NPP) website and call center operated by the National Park Foundation. In addition, a sticker inviting Golden Age purchasers at parks to call the National Park Foundation and order a NPP Owner's Manual was proposed. Although current regulations do not allow third party sales of the Golden Age, NPS approved the proposal to add a sticker to Golden Age Passports that are sold in National Parks.

      The sticker will invite Golden Age purchasers to contact the NPP call center or website operated by the Foundation and order an NPP Owner's Manual. The Foundation will capture these names for future fundraising activities.
    8. Jr. Rangers Commitment by NPF - "The NPF Board has voted to launch a $10 M fundraising campaign to endow the National Park Junior Ranger Program." First Lady Laura Bush is very supportive of the National Park Junior Ranger Program and is encouraging the National Park Service to enhance and expand the program across the country with the Foundation's support.
    9. 2016 - (100th birthday for NPS) strategy is being worked on.
    10. See America's National Parks promotion by the Travel Industry of America - is going well. Good publicity has been received. There was a powwow in LA (Ray Murray, John Quinley and others attended).
    11. Joint Ventures Conference Award Proposal - Linda Moery was asked to assist in developing criteria. Looking at having 5 categories with each agency selecting their own nominees.
    12. Musco Night Lighting - announced a $500,000 grant to develop the best way to use outdoor lighting without polluting dark skies. There will be a meeting tomorrow to begin coordination (Denver Service Ctr, NPF, and Musco). Goals are to develop lighting standards, provide technical assistance for "lighting" best practices. Park Service will be driving policy. Dan Brown: Technology gained could be used when we have concerts with field parking.
    13. Park Stewards - NPF approved experimental efforts to hand out cards at Acadia, Cuyahoga, and Rocky for signing up. Second phase, which is still in the developmental stage, proposes a pin being attached to a card saying they are park stewards sold at gift shops for $25.
    14. $500K Partnership Projects Workplan - still being worked on. Second matrix has been put out. Be sure to get in.
  2. Partnership Project Assessment Update - Sterkel
    • Looking at 35 Private-Public and 25 Public-Public projects.
    • Laid out checklist for partnership process.
    • Presented to Congressional office and Secretary of the Interior and have their support.
    • Will become an interim process.
    • Northeast region being met with today to discuss requirements in terms of meeting this process.
    • Great support from Regions and RD's.
  3. DO 21 Update - Sterkel
    • Task group has been meeting.
    • Targeting Mid-Late December 2004 signing date for new DO.
    • Re-identifying places within reference guide that need to be updated. New call out to council to identify the right people to help with reference guide.
    • Reference guide to be released with DO.
    • Partnership assessment activities are driving some DO time frames.
  4. Partnership Training and Development Update - Bernardo
    • Marty sent out an email titled "Partnership Competencies" with a PowerPoint presentation attached for you to view.
    • Participated in 4Cs meeting 5/18 to 5/20. Presented report on NPS draft partnership competencies. 4Cs adopted the competencies to be put forth as DOI partnership competencies. These were presented to Lynn Scarlett and Secretary Norton on 5/20 with the explanation that they would be reviewed by the Bureaus for approval, then forwarded to OPM for validation.
    • There is a 4C's Partnership portal website link off the DOI website. (www.doi.gov/partnerships ) - Main links are there but is not 100% yet.
    • Training Course Updates
        *Postponed Agreements Course to July 14/15 and postponed Grants Course until early next fiscal year. This will enable us to focus on DO 21 training.
        *Announcements for Working with NPS Agreements for Partnerships Course (Module I and II) is now posted on My Learning Manager. Announcements were sent out to Partnership Council members. Please help spread the word. Looking for guidance on monitoring/evaluating agreements.
        *Working with Sandy Taylor (Program Manager for Supervision, Management and Leadership) to offer September 2nd course: Building a Partnership Workplace. Course instructors include Dr. Russ Linden, a management consultant who specializes in organizational change methods and NPS Superintendents identified as successful collaborators. Course will focus on collaboration, collaborative leadership, and building a partnership culture.
    • Next week, Celeste Bernardo and Ray Murray will be participating in a meeting with BLM, Forest Service, Fish and Wildlife and contractors (Curt Buchholtz and Liz Madison) to review interagency curriculum for course Sustaining Funding Strategies through Partnerships.

  5. Strategic Vision Update - Sterkel
    Final draft will be sent out tomorrow for review and comments. Due back on 18 June 2004.
  6. Heritage Area Update - Barrett
    • The National Park System Advisory Board has taken up Heritage Areas for review. They will be touching on the relationship of this initiative to other partnership programs.
    • Planning meeting in Cuyohoga NP on Jun 10th (identifying members/issues).
    • Committee is to release a report by June 2005.
