- Develop five-year plans laying out vision, mission, operating philosophy, goals, objectives and
implementation guidelines.
- Make sure board, staff and key park personnel, including the superintendent, serve on the planning team.
- Have each staff member develop a personal yearly work plan consistent with the five-year plan that they can
use to evaluate their progress on a quarterly basis.
