John Dobrovolny gave a slide show using Salem Maritime as an example of the planning process. He stated that a master plan is valuable, but it is more valuable if it is followed. The piecemeal approach, whether due to lack of a master plan or in spite of a master plan, is dangerous. He gave concrete examples of planning without a master plan.
