In designating the Northern Rio Grande National Heritage Area, Congress recognized the nationally distinctive cultural and natural resources of the region.

Congress specifically called upon Northern Rio Grande National Heritage Area, Inc, a non-profit organization, to create and sustain partnerships as the best means to conserve and interpret the story of the region.

Furthermore, Congress directed the NRGNHA, Inc to work closely with the State of New Mexico, the counties of Santa Fe, Rio Arriba and Taos, the tribes and pueblos within the heritage area, the cities of Santa Fe, Espanola and Taos, and members of the general public.
