The first workshop was held March 11, 2003 at the Northern Great Plains Interagency Dispatch Center. Nearly 40 people attended the first workshop representing the US Forest Service, US Geological Survey, National Park Service, South Dakota Game, Fish & Parks, South Dakota Department of Environment & Natural Resouces, Chadron State College, Black Hills State University, University of Wyoming, The Nature Conservancy, and the Western Nebraska Resource Council. Fourteen people gave presentations on a variety of topics.
