Federal Share: $100,000
Fiscal Year: 1992
Description: The city created a new recreation
opportunity of low-income children and at-risk youth who live
near the City Armory Recreation Center. The goal of this program
was to give participants a variety of experiences in music,

life skills and alternatives to anti-social behavior. The
project included hiring of staff and turning the Armory into
a desirable cultural facility. The program was implemented
by a cultural arts committee composed of representatives from
a variety of community service organizations that included
schools, cultural groups, colleges, and public housing groups.
The committee's functions included program planning and development
as well as review and evaluation of the results. Since the
beginning of the program many activities were offered at the
Center including storytelling, drama classes, poetry readings,
dance workshops, plays and concerts, and arts and crafts.
Participants were transported to performaces by Danville's
Redevelopment and Housing Authority, and Pittsylvania Mental
Health Services. Dance workshops were provided by the public

low-income children into afternoon classes to improve math
and reading skills. Tennis was selected because it was a new
sport for most of the children. The mornings began with physical
fitness exercises and several hours of tennis instruction,
followed by a hot lunch. Afternoon sessions were educational,
involving practical math and one-on-one tutoring in reading
skills. Each week's activities centered on a theme, like farms
and animals, transportation or space. Students read books
related to the theme, wrote reports and stories, and related
math exercises. For example, "transportation" week the children
read railroad history and calculated travel times and distances
for their weekend field trip by train to the Science Museum
in Richmond. The summer program was successful. The program's
staff noted improved attitudes of the children towards school
and adults, increased poise and self-confidence, better fitness
and nutrition, and more positive attutude toward their community.
Through sponsorship by the school district, the program was
extended through the school year and Saturday mornings. Due
to the success of the summer program, and contributions by
individuals and private and nonprofit organizations, the city
extended the program through the summer of 1994.
