General Management Plan
Visitors at Mount Rushmore National Memorial NPS Photo Mount Rushmore National Memorial is beginning the planning process of a new General Management Plan. The plan identifies the overall direction for the future management of the memorial. This includes answering the question "what kind of place do we want this area to be?" Mount Rushmore is looking for your help in answering this question. You are invited to participate in the planning and preservation of the memorial through the submission of comments and attendance at upcoming public meetings. A man-made opening called the Hall of Records was created in the mountain behind the heads on Mount Rushmore. Gutzon Borglum and his carvers worked on the Hall of Records from July, 1938, until July, 1939, but it was never finished.
