Independence National Historical Park (PA)
Two Juveniles Arrested For Assault And Robbery

On April 29, 2015, rangers responded to a robbery in progress at 2nd and Market Streets, on the Christ Church section of the park. Witnesses stated that a group of juveniles stole an iPhone from one person, then assaulted and attempted to steal from a second person. The park’s dispatch center reported multiple suspects fleeing toward the subway station at 2nd and Market Street. Responding rangers located one victim and detained two juvenile girls who matched the description of the suspects running from the scene. Philadelphia police officers located the second victim. Pursuant to the park's Memorandum of Understanding with the Philadelphia Police Department, rangers worked cooperatively with Philadelphia police to investigate the incident. Rangers provided translation services for one person who did not speak English, and through their effort, the suspects were positively identified and arrested. The investigation is ongoing.

Craters Of The Moon National Monument & Preserve (ID)
New Visitor Center Celebrates Grand Opening

The Twin Falls Visitor Center hosted its grand opening on April 30th, 2015, for the new building perched on the banks of the Snake River next to the famous Perrine Bridge. City of Rocks National Reserve, Craters of the Moon National Monument and Preserve, Hagerman Fossil Beds National Monument, and Minidoka National Historic Site were among the many partners and donors who helped to make this visitor center a reality.

Nate St. Amand, formerly a graphic designer with Redwood National Park and now a private contractor, designed many of the interior interpretive displays. Spearheaded by the Twin Falls Chamber of Commerce and Southern Idaho Tourism, Inc., this project took 17 months from conception to opening.

Most of the cost was shouldered by members of the Chamber of Commerce and private donors. The NPS contribution was the design of interior interpretive exhibits of all the sites and activities available to visitors to Southern Idaho, including displays from City of Rocks, Craters of the Moon, Hagerman, and Minidoka.

The visitor center is staffed by volunteers from the local area, and will be assisted by rangers and volunteers from Southern Idaho national parks. The project is a great example of private-public partnering, and will serve residents and visitors to southern Idaho for years to come. It will also provide an urban venue for 2016 Centennial events for all four Southern Idaho national parks, and helps to achieve Call to Action items #4, In My Backyard;  and #19, Out with the Old.

Manzanar National Historic Site (CA)
46th Annual Pilgrimage Held In Park

More than 1,200 people attended the Manzanar Committee’s 46th Annual Pilgrimage on Saturday, April 25th, 2015. This year’s pilgrimage theme was “Watashi wa Manzanar” (“I am Manzanar) and coincided with the 70th anniversary of the end of World War II and the closing of the camps.

Drummers from UCLA Kyodo Taiko kicked off the program as representatives carried in pilgrimage banners for each of the camps. Beverly Newell, a Lone Pine Paiute-Shoshone elder welcomed participants on behalf of her tribe. Manzanar Superintendent Bernadette Johnson provided a welcome on behalf of the National Park Service.

The pilgrimage program highlighted personal stories of those confined in the camps, including speakers Pat Sakamoto and Hatsuko Mary Higuchi. Dr. Satsuki Ina was the keynote speaker. Rev. Paul Nakamura was honored with the 2015 Sue Kunitomi Embrey Legacy Award. The pilgrimage program concluded with the traditional interfaith service and Ondo dance, after which park rangers offered walking tours of Manzanar.

On Saturday evening, 220 college students and others attended the “Manzanar At Dusk” program at Lone Pine High School, participating in intergenerational discussions with former incarcerees and community elders. MAD was co-sponsored by Manzanar Committee, and the Nikkei (Japanese American) Student Unions of Cal State Long Beach, Cal Poly Pomona, UCLA, and UCSD. 

Other weekend events included a Friday evening reception at the Eastern California Museum sponsored by the Independence Chamber of Commerce and the Friends of Eastern California Museum. Saturday morning, Madelon Arai Yamamoto and volunteer archeologist Mary Farrell greeted visitors at the recently restored Arai family fish pond in Block 33. Water flowed into the pond as it did during World War II. Volunteers staffed a Junior Ranger table in the visitor center. The park also hosted the annual selected artists from the Henry Fukuhara Annual Alabama Hills and Manzanar Workshop art show and sale. Manzanar issued one special use permit and six photography and filming permits. Media from local communities, Los Angeles, and Japan covered the event.

The weather was cooler than average, but with high winds. The NPS staged an ambulance with two paramedic teams and had an additional EMT available in the visitor center. There was one minor medical and no law enforcement incidents.

The Manzanar staff was assisted by four employees from Death Valley National Park and more than 20 Manzanar volunteers. The pilgrimage takes place each year on the last Saturday in April. All are welcome. More information is posted on the Manzanar Committee’s blog at

Big Thicket National Preserve (TX)
Texas Parks Celebrate Earth Day

National Park Service employees from 10 national parks in Texas took part in Earth Day and National Park Week celebrations on April 24th-26th at historic Fair Park in Dallas. Touted as the largest Earth Day initiative ever, an estimated 70,000 people attended the annual Earth Day Texas event, coordinated by the National Parks Conservation Association (NPCA).

This kickoff event for the National Park Service centennial included booths and activities from Texas national parks including: Big Bend National Park, Fort Davis National Historic Site, Big Thicket National Preserve, Palo Alto Battlefield National Historical Park, LBJ National Historical Park, Amistad National Recreation Area, San Antonio Missions National Historical Park, Lake Meredith National Recreation Area, Alibates Flint Quarries National Monument, and Padre Island National Seashore. Participants also included representatives from two proposed parks – Lone Star Coastal Recreation Area and Waco Mammoth Site. 

Park staff gathered around a campground circle to give presentations about Buffalo Soldiers and demonstrations of prehistoric friction fire techniques. Additional demonstrations included campfire cooking by interpreters from LBJ National Historical Park, living history talks by the staff of Fort Davis NHS, and a reproduction canon exhibit by costumed interpreters from Palo Alto Battlefield NHP.

An activity booklet, created for youth of all ages, encouraged people to interact with park rangers at each booth and explore the uniqueness of each park in Texas. Upon completion of this booklet each participant would be sworn in, earning a Junior Ranger Earth Day button. NPCA focused attention on the National Park Service Centennial celebrations during the Earth Day Texas speakers’ series.

This three-day event would not have been possible without the combined efforts of the NPCA, Earth Day Texas organizers, and staff from all participating NPS sites in Texas.

Natchez Trace Parkway (AL,MS,TN)
Park Rangers Promote Bicycle Safety

With the help of the Natchez Trace Parkway Association through its Gary Holdiness Cycling Fund, rangers on the Natchez Trace Parkway are celebrating National Bike Month and the National Park Service Centennial by actively promoting bicycle visibility and safety.

“We are excited to be working with the Natchez Trace Parkway Association and its Holdiness Fund to promote bicycle visibility and safety along the Natchez Trace Parkway,” said Superintendent Mary Risser. “As the National Park Service gets ready to celebrate our Centennial in 2016, we are encouraging everyone to rediscover their national parks, especially those close to home. Bicycling is one of the many ways visitors can experience the Parkway.”

The Gary Holdiness Cycling Fund was established by the association to honor the memory of Dr. Gary Holdiness by perpetuating his love for bicycling the Natchez Trace Parkway and to make it a safe environment for bicyclists.

Natchez Trace Parkway Association member Donna Holdiness has supported donations and distributed safety supplies purchased through the fund to park rangers. “Gary loved this parkway and wanted others to enjoy it too; now bicyclists can benefit from the memorial fund established in his honor,” she said.

Park staff will launch a campaign to interact with bicyclists in a new, engaging way. When bicyclists are seen using and wearing the proper high-visibility safety equipment, they will be acknowledged and given a small gift. To increase visibility of all bicyclists, those who are not easily seen will be given a gift from the Gary Holdiness Cycling Fund. Thanks to the generous donation, high-visibility vests and bicycle lights will be given to cyclists to use while bicycling the Parkway while the supplies last.

Early recipients of lights and vests have expressed appreciation for the efforts the park is making to help cyclists be more visible to motorists, and in turn, making bicycling safer along the parkway. A couple was spotted recently at the Ridgeland Tourism Visitor Center proudly wearing the high-visibility vest.

The Natchez Trace Parkway encourages all motorist and bicyclists to follow safety practices while enjoying the parkway.

Natural Bridges National Monument (UT)
Superintendent Jim Dougan To Retire

Jim Dougan, superintendent of Natural Bridges and Hovenweep national monuments, will retire on May 10th after 32 years of federal service. He began his career in 1983 as a seasonal interpreter at Glen Canyon NRA.  After a number of other seasonal appointments, Jim became a permanent park ranger-naturalist at Voyageurs National Park in Minnesota. 

Subsequent assignments included a stint with the U.S. Fish and Wildlife Service as operations specialist at Columbia National Wildlife Refuge; chief ranger at Natural Bridges National Monument; park ranger at Great Sand Dunes National Park and Preserve; and backcountry ranger, education specialist, and maintenance worker, all at Mesa Verde National Park. Dougan also was backcountry coordinator at Glacier National Park and wilderness specialist at Rocky Mountain National Park.

His more memorable NPS experiences include working a security detail for the 2002 Winter Olympics in Salt Lake City, travelling for six months with the Bicentennial Lewis and Clark Discovery II team, and an international assignment to Poland and Slovakia while at Rocky Mountain. 

Among his more unusual experiences:  roping bear cubs to unite them with mom in a culvert trap, radio-collaring wolves, and dismantling a small airplane that had crashed in wilderness so that it could be airlifted out by helicopter. 

Dougan and his life partner, Debra Gage, will continue to live on their property north of Cortez, Colorado as they explore their next adventure.  He thanks the many co-workers and friends who have made his NPS life so enriching.  After retirement, Jim can be reached at

The incumbent coordinates and carries out the duties necessary to administer the National Register of Historic Places and National Historic Landmarks Program. Major duties include managing the day-to-day operations of the program’s data tracking system; training other staff on the use of the system; reviewing and processing nominations for listing on the National Register of Historic Places (NR); and updating documentation on existing NR nominations, appeals, and removals from the data base. The Outer Banks Group (Cape Hatteras National Seashore, Fort Raleigh National Historic Site, and Wright Brothers National Memorial) is seeking applicants interested in a lateral transfer for the park’s GIS Specialist (biologist). It closes on May 15th.

This is a great opportunity to build your career by managing a very complex and exciting data program. GIS and data analysis are regularly used to manage resources, make highly controversial decisions, and cooperate with partners on issues such as sea level rise. Jean Lafitte National Historical Park and Preserve is seeking qualified applicants for potential lateral reassignment to a GL-0025-9 protection ranger position. The park is currently looking to fill one full-time permanent position at this time. It closes on May 20th.

This is a non-supervisory law enforcement position in the Visitor and Resource Protection Division. Applicants must possess a full performance Level I law enforcement commission. The incumbent for this position must be a highly motivated law enforcement professional who is capable of working independently in areas of active law enforcement. Responsible for performing law enforcement duties including but not limited to detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations, and policies.

Law enforcement assignments will be at various NPS sites across Louisiana including Jean Lafitte National Historical Park and Preserve and New Orleans Jazz National Historical Park, and Cane River Creole National Historical Park in Natchitoches, Louisiana.
