Ms. Jester presented the Mississippi Makeover Project, a comprehensive program to protect the water quality, wildlife, and recreational benefits of the Mississippi River in Spring Lake, the Lower Vermillion River, and Pool 3--all while incorporating significant public and agency coordination.
