Superintendent's Compendium 2013 Superintendent's Compendium Firearms In National Parks The law governing possession of firearms inside a national park changed on February 22, 2010. Visitors may possess firearms within a national park unit provided they comply with federal, state, and local laws. The Dam was originally built by the Commonwealth of Pennsylvania as a reservoir for the canal basin in Johnstown. It took from 1838-1853 to construct and fill, yet the canal system was obsolete by 1854.
