The National Park Service Seeks Public Comment on Environmental Assessment

The proposed changes being considered by the NPS are an outgrowth of the design competition called for in the park's General Management Plan/ Environmental Impact Statement (GMP/EIS), and part of the broader CityArchRiver 2015 initiative. The public, organizations, and other agencies are invited to review and comment upon this EA, which has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality (CEQ) regulations (40 CFR 1500 et seq), the Department of the Interior Regulations (43 CFR 46 et seq), and NPS Director's Order 12: Conservation Planning, Environmental Impact Analysis, and Decision-making (DO-12).

The public review and comment period starts January 15, 2013, and continues through March 1, 2013. During this time, the NPS will be holding a public open house on January 29, 2013 from 4:00-7:00 p.m. at the Old Courthouse, 11 North 4th Street, St. Louis, Missouri 63102.

The EA examines the potential environmental, cultural, and social impacts of several proposed CityArchRiver 2015 initiative projects to revitalize the Gateway Arch grounds by the 50th anniversary of the Arch's completion in October 2015. The park has recommended alternative 3 as its preferred alternative to the Regional Director of the NPS Midwest Regional Office. A feature of the alternative includes a new landscape over I-70 to connect the Old Courthouse and a redesigned Luther Ely Smith Square leading to a new west entrance and an updated underground visitor center/museum. In addition, this specific alternative includes removal of the Arch Parking Garage, replacing it with a new park landscape; improvements to security, accessibility, plantings, and exhibits throughout the park; and additional changes proposed for the park's east slopes, reflecting ponds, processional walks, and Old Courthouse, as well as the Central Riverfront .
