Cultural Landscape Report 2010

Based on the selected alternative in the GMP a design competition was undertaken for the Gateway arch and landscape in December 2009. As a unit of the National Park System and a National Historic Landmark, the Gateway arch and landscape are protected by federal law and regulation. The National Park Service has the responsibility to manage this American Icon and other resources of the Jefferson National Expansion Memorial (Memorial) in a manner that preserves them for the enjoyment of future generations.  The design competition, “Framing a Modern Masterpiece” , is a federal undertaking identified in the 2009 General Management Plan for the Memorial and as such falls under the National Historic Preservation Act of 1966, as amended (NHPA), and the National Environmental Protection Act of 1969, as amended, (NEPA). The National Park Service is the lead federal agency for coordinating consultation with the Advisory Council on Historic Preservation, the Missouri and Illinois State Historic Preservation Officers and other consultative parties on the effect of the design competitions entries to the project area both in and outside the boundary of the Memorial.



In keeping with the approved General Management Plan and Record of Decision , the Park Service also has the lead responsibility for analyzing the broad array of environmental impacts (historic properties, cultural landscapes, natural environment, transportation, land use, etc.) of the final designs prior to jury review.
