The REHAB YES/NOs are based on a series of printed bulletins ("Interpreting the Standards") initiated in 1980 to explain rehabilitation project decisions made by the U.S. Department of the Interior, National Park Service, in its administration of the Federal Preservation Tax Incentives Program. These bulletins were primarily used by state and federal program administrators. Twenty of these guidance bulletins appear here in an edited and re-configured web format targeted to community audiences.

The REHAB YESs
NPS staff—both past and present—who prepared the earlier printed "Interpreting the Standards" bulletins include Kate Catalano Milley, Anne Grimmer, Bonnie Halda, and Martha L. Werenfels, AIA. New issue topics were written for the web site by Kay Weeks and Antonio Aguilar. Anne Grimmer served as reviewer and editor. The photos are part of the Federal Preservation Tax Incentives Program, NPS, files. This guidance, in another format, was originally posted in 1998 as “The Boilerplate YESs.”

The photos are part of the Federal Preservation Tax Incentives Program, NPS, files. This guidance was originally posted in 1998 as “The Boilerplate NOs.”

Kay Weeks, the site creator, has developed other learning programs for Heritage Preservation Services, NPS, including "Electronic Rehab" "The Walk Through," and "Working on the Past in Local Historic Districts." Mark Oviatt, oviattmedia, who designed the REHAB YES/NOs, is a professional multi-media designer working in New York.
